President Ilham Aliyev has approved an agreement on cooperation between the Government of Azerbaijan, the Government of Bulgaria, and the Municipality of Veliko Tarnovo, providing for the construction and reconstruction of Shusha Park in the Bulgarian city of Veliko Tarnovo.
The agreement on the establishment and reconstruction of Shusha Park in Veliko Tarnovo is part of a broader framework of strategic cooperation between Azerbaijan and Bulgaria aimed at strengthening cultural and municipal-level ties.
It was signed on February 11, 2026, in Sofia by Azerbaijan’s State Committee for Urban Planning and Architecture and Bulgaria’s Ministry of Foreign Affairs, with participation from the local authorities of Veliko Tarnovo.
The project builds on earlier intergovernmental and municipal cooperation mechanisms that were previously approved at the governmental level, including Bulgaria’s formal endorsement of the draft agreement in late 2025, which laid the legal foundation for implementation.
