BAKU, Azerbaijan, October 19. Eni and Libya’s
National Oil Corporation (NOC) have completed the Bouri Gas
Utilization Project (GUP), with start-up procedures underway to
enable the recovery of associated gas from the offshore Bouri
field, Eni said on October 19.

The project, implemented through the joint venture Mellitah Oil
& Gas, involved the construction and installation of a new Gas
Recovery Module and associated infrastructure to capture and
process gas previously flared during production.

According to Eni, the project is expected to reduce greenhouse
gas emissions by approximately 1.5 million tonnes of CO₂ annually,
making it one of the most significant emissions-reduction
initiatives in Libya’s energy sector.

“The recovered gas will be supplied to the domestic market,
providing an incremental production of approximately 700 million
standard cubic metres per year, helping meet demand from the power
generation sector. The project will also support additional gas
volumes available for export to Europe through the GreenStream
pipeline,” said the company.

Eni said the project reflects its joint commitment with NOC to
developing Libya’s energy sector through initiatives that combine
increased production, improved operational efficiency and
environmental protection.

The Bouri project forms part of broader efforts to increase the
value of Libya’s gas resources while reducing emissions from
upstream operations.

Other strategic initiatives are also underway in the country,
including the A&E Structures Project, which aims to bring new
offshore gas resources into production for domestic consumption and
export. Further projects are focused on upgrading and optimizing
gas production and transportation infrastructure.

Eni has operated in Libya since 1959 and is the country’s
leading international energy operator. Its equity production in
Libya averaged approximately 162,000 barrels of oil equivalent per
day in 2025.
