Russia plans to extend its ban on diesel fuel exports by domestic producers until November 2026, Vedomosti reports on Wednesday, September 15, citing two sources familiar with the results of a meeting chaired by Deputy Prime Minister Alexander Novak on September 14.
The current restrictions are due to expire on September 30. One of the sources said the government plans to extend the embargo to ensure sufficient fuel supplies to the domestic market.
A representative of Russia’s Energy Ministry said the decision was made after taking into account conditions in the domestic fuel market, production volumes, stock levels and demand dynamics.
Russia introduced the temporary diesel export ban in late September 2025. Initially, the restrictions applied only to traders and oil refineries with annual production of up to 1 million tonnes.
In early July 2026, the government expanded the embargo to cover all domestic fuel producers for one month. The restrictions were subsequently extended twice.
The export ban does not apply to diesel fuel supplied under international agreements or to humanitarian shipments.
The latest extension would keep restrictions on overseas diesel sales in place as the government seeks to prioritise domestic fuel availability.
