BAKU, Azerbaijan, April 21. Azerbaijan supports
the idea of expanding the representation of African countries in
the United Nations Security Council (UNSC) among the organization’s
member states, Azerbaijan’s Permanent Representative to the UN
Tofig Musayev said during discussions on the African Model of UN
Security Council reform within the framework of intergovernmental
negotiations on the expansion of membership and equitable
representation in the UN Security Council, Trend reports.
He noted that Azerbaijan has strengthened dialogue and
partnership with African countries in various fields, including
peace and security, sustainable development, and humanitarian
cooperation.
“We share the position reflected in the African Model and
believe that the Security Council should not be used to advance
national political agendas and should not interfere in matters that
do not pose a threat to international peace and security. In
addition, it is important to emphasize that alongside expanded
representation, the main goal of reforms should be to enhance the
Council’s overall effectiveness, accountability, and transparency.
This should ensure the Council’s ability to respond decisively and
legitimately to modern challenges, while preserving its central
role in the international security architecture through the full
and consistent implementation of its decisions,” he said.
According to him, the veto issue remains one of the key elements
of Security Council reform. “In this context, we once again
emphasize the need for a careful, in-depth, and comparative
analysis of the impact of the veto power on the Council’s
effectiveness in fulfilling its mandate, as well as an examination
of the risks, imbalances, and equality-related consequences that
any changes may create. We also welcome the practical proposals
contained in the African Model aimed at improving the working
methods of the Security Council and strengthening its relations
with the General Assembly. We agree with Africa’s position that the
Security Council and the General Assembly should cooperate more
closely within their mandates, building cooperation and harmonious
relations without interfering in each other’s areas of
responsibility,” Tofig Musayev stressed.
