BAKU, Azerbaijan, June 8. The Istanbul
Declaration was signed at the 10th trilateral meeting of the
foreign ministers of Türkiye, Azerbaijan, and Georgia.

full text of the declaration:
The tenth trilateral meeting of the foreign ministers of the
three countries took place in Istanbul on June 8, 2026, at the
invitation of the Minister of Foreign Affairs of the Republic of
Türkiye, Hakan Fidan, with the participation of Maka
Botchorishvili, Deputy Prime Minister and Minister of Foreign
Affairs of Georgia, and Jeyhun Bayramov, Minister of Foreign
Affairs of the Republic of Azerbaijan.
The ministers,
emphasizing the excellent relations between their countries,
based on traditions of deep friendship, good neighborliness, mutual
respect, and trust;
expressing their desire to further develop the existing strong
cooperation in all areas of mutual interest, including politics,
economics, trade, peace and security, science and technology, as
well as culture;
Highly valuing the significant contribution of their countries
to the establishment of lasting peace and stability, and
reaffirming the importance of such an approach for development and
prosperity in the region and beyond;
Taking into account the growing threats facing their countries,
including, among other things, terrorism in all its forms and
manifestations, transnational organized crime, cyberattacks, and
hybrid forms of warfare;
Recognizing the importance of further developing trade and
investment relations between their countries to build a strong
economic profile in the region;
Reaffirming regional cooperation and regional interdependence as
a vital element of economic growth and development in the
region;
Declared the following:
Reaffirmed their firm and unconditional support for each other’s
sovereignty, territorial integrity, and inviolability of
borders;
Emphasized the importance of strong trilateral cooperation in
addressing regional and global challenges;
Emphasized the importance of regional peace, security, and
stability for the full realization of the region’s potential for
cooperation and reaffirmed the positive role of all three countries
in this regard;
They reaffirmed the paramount importance of restoring Georgia’s
territorial integrity and sovereignty within its internationally
recognized borders;
They emphasized the importance of strengthening cooperation in
the transport and energy sectors, including green energy and
low-carbon technologies;
They commended the strategic contribution of the
Baku-Tbilisi-Ceyhan pipeline and the Southern Gas Corridor to
regional and European energy security;
They underscored the importance of further developing
people-to-people contacts, educational, social, and cultural
exchanges, tourism, and ICT, including by utilizing opportunities
to improve and strengthen air, rail, and road transport and
regional transport connectivity;
They noted the important steps taken by their countries to
strengthen their transit potential, including the East-West
Trans-Caspian Corridor, the multimodal rail transport corridor
passing through the territories of Turkey, Azerbaijan, and Georgia,
as well as their efforts to integrate into the international
transit system;
They emphasized the key role of the Baku-Tbilisi-Kars (BTK)
railway within the Middle Corridor and welcomed the event held on
June 2 at the Akhalkalaki International Railway Station in Georgia,
marking the completion of modernization works under the BTK railway
construction project;
The foreign ministers and transport ministers of Türkiye,
Azerbaijan, Kazakhstan, and Georgia reaffirmed their commitment to
deepening cooperation in strengthening regional connectivity
through an appropriate mechanism;
They emphasized the strategic partnership in the energy sector
and reaffirmed their full support for the continuation and further
expansion of this partnership, including the use of
interconnections for the transmission and trade of clean
energy;
They supported cooperation in the field of sustainable
development, including the efficient use of renewable energy
sources;
They underscored the importance of developing and strengthening
regional cooperation in the field of environmental protection and
combating climate change;
In this context, they welcomed Turkey’s presidency of the 31st
session (COP31) of the Conference of the Parties to the United
Nations Framework Convention on Climate Change (UNFCCC);
They highly commended Azerbaijan’s successful hosting of the
Thirteenth Session of the World Urban Forum (WUF13) and its
contribution to the development of international cooperation,
dialogue, and sustainable development;
Reaffirmed their commitment to strengthening cooperation in
accordance with relevant international and regional instruments to
combat terrorism in all its forms and manifestations, transnational
organized crime—including the illicit trafficking of arms, drugs,
and their precursors, human trafficking, the smuggling of migrants,
money laundering, crimes against cultural and historical heritage,
and cybercrime;
Reaffirmed their commitment to continuing and expanding
cooperation in economic areas of mutual interest through effective
and results-oriented projects;
Expressed their readiness to further encourage investment in
areas of mutual interest, as well as to maintain direct contacts in
this regard through business communities, chambers of commerce and
industry, and sectoral and business associations of the three
states, including the exploration of export-import opportunities
and new mechanisms to promote economic cooperation;
In this regard, they welcomed the holding of the seventh
“Turkish-Azerbaijani-Georgian Business Forum” in Tsinandali,
Georgia, on February 26, 2026;
They highlighted the success of the trilateral mechanisms
established among the three countries, including
inter-parliamentary cooperation;
They highly appreciated the active cooperation between their
states, including support for each other’s candidacies in
international organizations, where possible;
The ministers expressed their deep gratitude to Hakan Fidan,
Minister of Foreign Affairs of the Republic of Türkiye, for
successfully organizing the meeting;
The ministers emphasized the importance of holding regular
trilateral meetings and decided to hold the eleventh trilateral
meeting in Georgia in 2027 on a date agreed upon by both sides.
