The Organization of Turkic States (OTS) has welcomed Azerbaijan’s adoption of its Artificial Intelligence Strategy for 2025–2028 and the approval of an Action Plan for Accelerating Digital Development for 2026–2028, the Turkistan Declaration adopted following the informal OTS summit, stated.


The signatories also welcomed the entry into force in 2026 of the digital codes of the Kyrgyz Republic and Kazakhstan, Uzbekistan’s adoption of its Artificial Intelligence Technology Development Strategy through 2030, as well as Türkiye’s efforts to develop a new post-2026 vision in artificial intelligence with broad stakeholder participation and the establishment of the Cybersecurity Directorate of the Republic of Türkiye, Caliber.Az reports per local media.


The leaders of Turkic states described these initiatives as a significant contribution to advancing digital transformation across OTS member states and improving their digital regulatory frameworks.


“We highly appreciate the establishment of the Artificial Intelligence Center and the Artificial Intelligence Academy, as well as high-performance computing infrastructure in the Republic of Azerbaijan. We support the further development and implementation of the Turkic large language model and related artificial intelligence tools initiated by the Republic of Türkiye,” the document states.


The leaders also praised the introduction in Azerbaijan of the first AI-based legal education platform and the development of the country’s first national large language model.
