Residents of the Russian city of Ryazan have reported “black rain” following a Ukrainian attack on a local oil refinery, according to ASTRA.

The reports emerged after the strike targeted the Ryazan Oil Refinery (RNPZ), a major industrial facility that forms part of PJSC Rosneft, one of Russia’s major oil companies. The refinery is considered one of the country’s largest oil processing enterprises.

Local residents described unusual dark-colored precipitation after the incident, referring to it as “black rain,” though no official explanation of the phenomenon has been provided.
