The Prosecutor General’s Office of Azerbaijan has issued a warning to citizens regarding participation in foreign armed conflicts, noting that several Azerbaijani nationals have been involved in ongoing military operations between Russia and Ukraine, as well as in other conflicts.
According to the statement, cited by Caliber.Az, Azerbaijani citizens are among those killed, seriously wounded, or captured during these hostilities.
The Prosecutor General’s Office stressed that the protection of citizens’ lives, security, rights, and freedoms is a top priority of the state and reiterated its firm and uncompromising stance toward any form of unlawful activity.
The statement emphasised that participation in armed conflicts on the territory of foreign states is not merely a personal decision but constitutes a serious criminal offence under Azerbaijan’s national legislation and international legal obligations.
Law enforcement agencies have already opened criminal cases against a number of Azerbaijani citizens involved in such activities. In several cases, investigations have been completed and sent to court, resulting in convictions and lengthy prison sentences. Other investigations are ongoing.
The Prosecutor General’s Office said law enforcement bodies are taking all necessary measures to prevent such offences and to identify and hold accountable those responsible.
The statement also reminded citizens that, under the Constitution, Azerbaijani nationals are obliged to comply with the country’s laws and defend their homeland, stressing that material incentives cannot outweigh life, freedom, or future prospects.
Citizens were urged to remain vigilant, avoid illegal calls to join armed groups abroad, and respect the laws of Azerbaijan.
