BAKU, Azerbaijan, September 16. Kazakhstan's
Investment Headquarters has held 69 meetings over the past three
years, reviewing 309 projects with a total value of more than $154
billion.
This was announced in a statement published by the Kazakh
government.
"The priority is given to projects involving deep processing of
raw materials, localization, production of high-value-added
products, as well as projects creating permanent jobs," the
government said.
According to the information, in 2025, decisions made by the
Investment Headquarters enabled the expedited start of construction
and installation works on 12 projects in nine regions, with total
investments exceeding $1.5 billion.
"The use of investment agreements has been significantly
expanded as one of the key mechanisms of state support for major
investors. In 2025, 41 agreements worth $29.8 billion were signed,
compared with six agreements worth $2.2 billion in 2024. Since the
beginning of 2026, another 25 agreements worth about $11 billion
have been signed," the government said.
Among the major projects is the construction of the Qazaq
Smelter copper smelter in Balkhash, with investments of about $1.5
billion. The plant is designed to produce 300,000 tons of cathode
copper per year, process up to 1.5 million tons of copper
concentrate and create about 1,600 jobs.
The project is expected to increase domestic processing of
copper raw materials and boost the production of higher-value-added
products.
In the Mangystau region, Kazakhstan, Guoyou Investment is
implementing a project to build a multifunctional terminal as part
of the first phase of the Kuryk Port development, with investments
of $287.6 million.
The terminal is expected to have a capacity of 15 million tons
and create about 500 jobs. The terminal will increase the capacity
of the Trans-Caspian International Transport Route (TITR), expand
Kazakhstan's port infrastructure on the Caspian Sea and strengthen
the country's transit potential.
Among the projects being implemented in Kazakhstan is a plant by
Advanced Processing in the Atyrau region, with investments of about
$100 million. The plant will have an annual production capacity of
40,000 tons of ammonia and 80,000 tons of ammonium nitrate.
In the Turkestan region, QazCoilPro is implementing a full-cycle
plant worth about 115 billion tenge ($256.8 million), covering the
production process from metal melting to finished aluminum
strip.
Six additional projects for further aluminum processing are also
being considered, including the production of materials for the
canning, construction, and automotive industries.
Other projects include PepsiCo's snack production facility, the
expansion of Carlsberg's operations, as well as projects in
automotive manufacturing, woodworking and construction
materials.
The Investment Headquarters under the Government of Kazakhstan
oversees the entire project implementation cycle, from land
allocation and infrastructure connections to obtaining permits,
securing raw materials, structuring financing, and reaching the
construction stage.
