The heads of state of the Organisation of Turkic States have voiced support for Azerbaijan’s leadership of the organisation, praising the country’s priorities during its chairmanship, the Turkistan Declaration adopted at an informal OTS summit in Turkistan, Kazakhstan, stated.
The document also commended the successful organisation of the Gabala Summit held on October 7, 2025, which focused on the theme of Regional Peace and Security, Caliber.Az reports, citing local media.
The declaration highlights OTS’ confidence that Azerbaijan's chairmanship will contribute to further strengthening of the group as an effective platform for cooperation among member states.
Participants in the summit also extended congratulations to Türkiye for hosting informal meetings of the OTS Council of Foreign Ministers in Istanbul on March 7, 2026, as well as during the 5th Antalya Diplomacy Forum on April 18, 2026.
The leaders welcomed the outcomes of these gatherings and stressed the importance of holding such meetings more frequently.
The signatories additionally welcomed Kazakhstan’s new Constitution, which includes provisions on safeguarding citizens’ rights in the digital sphere, reflecting the country’s commitment to addressing modern digital-era challenges and building a strong legal foundation for future development.
“The heads of state positively assessed the signing of the Digital Economy Partnership Agreement (DEPA), the Memorandum of Understanding on the development of a Turkic large language model, as well as the ongoing implementation of the Digital Silk Road project, which together contribute to strengthening technological cooperation and digital connectivity across the Turkic world,” the document noted.
The leaders also highlighted the success of the World Telecommunication Development Conference 2025 (WTDC-25), held in Baku from November 17–28, 2025, describing it as an important contribution to global digital transformation, enhanced international cooperation, and the promotion of inclusive and sustainable digital development.
