Artyom Beresnev, head of the Russian city of Tuapse, has urged residents of several streets to evacuate as emergency services continue to battle a fire at a local oil refinery.
The fire broke out following a reported overnight attack by the Ukrainian armed forces, according to earlier reports.
Authorities have mobilised 169 personnel and 46 units of equipment to contain the blaze.
