Azerbaijan’s State Security Service (SSS) and China’s Ministry of Public Security have signed a cooperation agreement during an official visit by SSS chief Colonel General Ali Naghiyev to China.
According to the SSS, Naghiyev led an Azerbaijani delegation to Lianyungang in Jiangsu Province at the invitation of China’s Ministry of Public Security. The delegation attended the fifth Global Public Security Cooperation Forum, which brought together senior officials from various countries and international organisations.
The forum focused on counter-terrorism, international cooperation, the use of new technologies in public security and improving governance mechanisms. Participants adopted an Action Plan on Combating Global Terrorism for 2026.
During the visit, Naghiyev met Chinese State Councillor and Minister of Public Security Wang Xiaohong. The two officials discussed the global security situation and emerging threats, as well as prospects for expanding cooperation between their agencies.
Naghiyev also expressed condolences over the deaths of Chinese citizens and nationals of other countries in a tragedy in Tibet, saying that the Azerbaijani people shared the grief of the Chinese people and stood in solidarity with those affected.
The sides stressed the importance of joint efforts to address growing security threats and of timely information exchange amid international tensions, regional conflicts and risks to the global economy.
They also described Azerbaijan-China relations as strategic and based on respect for sovereignty and mutual support.
The officials expressed their intention to implement agreements reached by the two countries’ leaders and strengthen cooperation against terrorism, transnational organised crime and fraud involving telecommunications systems. They also agreed to develop ties between their law-enforcement and security agencies.
The meeting ended with the signing of a cooperation agreement between Azerbaijan’s State Security Service and China’s Ministry of Public Security.
