BAKU, Azerbaijan, August 14. The Asian
Development Bank (ADB) has announced a $2 million consultancy
tender for the Bilajari-Yalama railway in Azerbaijan.
This was announced in a report published by the Asian
Development Bank (ADB).
According to the report, the bank has launched a call for
expressions of interest for the procurement of consultancy services
for the management of the project for the modernization of
electrification, signaling, and telecommunications systems on the
Bilajari-Yalama railway section.
The cost of project management consultancy services within the
framework of the "Azerbaijan Railways Electrification, Signaling
and Telecommunications Project (Bilajari-Yalama)" is estimated at
approximately $2.08 million.
The selection of the consultancy company will be carried out
through the quality and cost-based selection (QCBS) method, based
on an international competition. The announcement for the
expression of interest was published today. The deadline for
submission of documents is set for September 12, 2026.
The duration of consultancy services will be 54 months. The
start of work is planned to begin on February 1, 2027.
The main executing and customer organization for the project has
been identified as Azerbaijan Railways CJSC. Consulting companies
are required to have relevant experience and qualifications in the
field of project management.
Companies submitting expressions of interest must provide a
document confirming their legal registration, documents confirming
the completion or implementation status of relevant projects issued
by clients, as well as copies of ISO certificates.
Meanwhile, companies applying in the form of a joint venture
(JV) must submit a letter of intent or a formal joint venture
agreement regarding the establishment of the association. According
to ADB's terms and conditions, it is preferable that the number of
partners in a joint venture does not exceed two companies.
The total loan financing for the ADB project number 59329-001
"Azerbaijan Railway Electrification, Signaling and
Telecommunications Project (Bilajari-Yalama)" is expected to be
$350 million.
The project plans to equip the Bilajari-Yalama railway section
with modern electrification infrastructure, signaling, and
telecommunications systems. This direction includes the
installation of power supply systems, contact network, substations,
signaling equipment, fiber-optic and wireless communication
systems.
The Bilajari-Yalama line is one of the important parts of the
North-South railway corridor of Azerbaijan and is used in
international freight transportation, including export, import, and
transit operations.
As a result of the project, it aims to increase the safety and
energy efficiency of railway operations, increase the efficiency of
freight transportation, and expand the capabilities of the
North-South and East-West corridors.
