BAKU, Azerbaijan, August 7. The Ministry of
Finance of Azerbaijan has published information on the work carried
out in the first half of 2026 in the direction of digitalization,
innovative solutions, monitoring of state entities, and
result-based budget policy.
This was reflected in the ministry's report for the first half
of 2026.
According to the information, over the reporting period, the
Digital State Finance information system was created by the decree
of the President of Azerbaijan dated January 26, 2026. The
implementation of the system aims to expand digital solutions in
the management of state finances and organize processes more
efficiently.
The ministry has also developed the Budget Information
Management System (BIMS) subsystem. This platform allows the budget
draft preparation process to be carried out in a digital
environment. In addition, the Electronic Budget Guide portal has
been launched in order to expand the public's access to information
on state finances.
The report noted that data was collected for 1,034 enterprises
through the state enterprise digital monitoring system. The number
of implemented 2026 budget accounts stood at 466, while 532 budget
proposals were submitted for 2027. At the same time, the number of
2027 budget forecasts submitted reached 654.
According to the ministry, 1,487 contracts were registered
through the E-Contract system, while the registration process was
completed for 872 contracts. The total number of concluded
contracts reached 2,414, with the total value of signed contracts
exceeding 1 billion manat ($0.59 billion).
In addition, 68,218 notifications were generated through the
E-Fee system, and 63,316 payments were processed. The total amount
of assessed fees reached 32.04 million manat ($18.85 million),
while the volume of paid fees totaled 31.2 million manat ($18.35
million).
The ministry has also taken several measures to strengthen
control over the activities of state-owned enterprises. The report
noted that the legal, institutional and financial foundations of
the Monitoring Agency of State Enterprises have been formed, an
information system for monitoring state-owned enterprises has been
launched, and an electronic cabinet has been created.
Besides, a Risk-Based Risk Rating, an Electronic Report on
financial health analysis, and methodological documents have been
prepared to assess the financial health of state-owned enterprises.
Analyses were conducted on state-owned enterprises' budget
revenues, dividends, and other indicators for 2020–2026.
During the reporting period, work continued on the
implementation of the results-based budget (RBB) mechanism. The
ministry noted that strategic documents on sectors involved in
reforms were analyzed, methodological support was provided for the
preparation of budget plans in accordance with the legislation, and
proposals were submitted to relevant agencies.
