BAKU, Azerbaijan, August 5. Askar Biakhmetov
has been appointed Chief of Staff of Kazakhstan’s Ministry of
National Economy, according to the press service of the
government.
The appointment was made by an order of Kazakhstan’s Minister of
National Economy.
Biakhmetov was born in 1975 in the Aktobe region. He graduated
from the Kazakh State Academy of Management, Kazakh State Law
Academy and the Academy of Public Administration under the
President of Kazakhstan.
"From 1993 to 2004, he worked in the regional financial
department, the Profilaktorium recreation center, the Tax
Committee, the city akimat, and also in leadership positions in the
treasury and finance departments of the Aktobe region," the
statement of the government says.
From 2004 to 2009, Biakhmetov served as head of the Treasury
Department in the Akmola region.
Between 2009 and 2014, he worked as head of a department at the
Constitutional Council of Kazakhstan.
In 2014–2015, he was Director of the Department for Development
of the Public Administration System at the Ministry of National
Economy.
From 2015 to 2018, Biakhmetov served as Deputy Akim (Governor)
of the Aktobe region.
In 2019–2020, he worked as an adviser to the First Deputy Prime
Minister of Kazakhstan. From 2020 to 2023, he held the position of
Deputy Head of the Prime Minister’s Office.
In 2023–2024, Biakhmetov served as Deputy Head of the Government
Office, and from 2024 to 2025 as Vice Minister of Labour and Social
Protection of the Population.
Since November 2025, he had worked as an adviser to the Minister
of National Economy of Kazakhstan.
