Russian President Vladimir Putin has signed a law ratifying an intergovernmental agreement with Kyrgyzstan regulating the legal status of representative offices of the two countries' competent authorities responsible for internal affairs and migration.
The agreement was signed in Bishkek on November 26, 2025. It updates the legal status of the Russian Interior Ministry's representative office in Bishkek, which was established under a similar intergovernmental agreement concluded in 2017.
The agreement also provides for the transformation of the existing representative office of Kyrgyzstan's State Migration Service in Moscow into a representative office of the Kyrgyz Ministry of Labour, Social Security and Migration.
In addition, Kyrgyzstan plans to open a representative office of its Interior Ministry in Moscow. The office will be responsible for coordinating with Russian authorities on matters related to internal affairs and migration.
