Israel and Lebanon have agreed to a U.S.-brokered framework aimed at ending decades of conflict and laying the groundwork for a comprehensive peace agreement.
According to the U.S. Department of State, the framework includes the following key points:
- Mutual Recognition and End of Conflict
Israel and Lebanon affirm each other's right to exist in peace and commit to ending their conflict, formally concluding any state of war through U.S.-mediated negotiations. - Security Framework and Redeployments
Lebanon will restore sovereign control over its territory and disarm non-state armed groups, enabling a phased Israeli military withdrawal under a U.S.-backed security framework. - Pilot Security Zones
The Lebanese Armed Forces (LAF) will assume control of designated pilot zones after verified disarmament, allowing civilian returns, reconstruction, and Israeli redeployments. - Lebanon's Sovereignty Commitment
Lebanon pledges to establish a state monopoly on arms and fully disarm all non-state armed groups across the country. - Israel's Position
Israel says its military operations target threats from non-state armed groups, particularly Hizballah, and reiterates it has no territorial claims in Lebanon. - Exclusive Authority of the Lebanese State
Lebanon affirms that only its government and security forces can make decisions on war, peace, and national defence. - Self-Defence and Coordination Mechanism
Both countries retain the right to self-defence and will establish a U.S.-supported military coordination group to oversee implementation. - Shared Security Objectives
Israel and Lebanon support a sovereign, secure Lebanon free from armed groups threatening either country. - Strengthening the Lebanese Army
Lebanon will implement reforms and capacity-building measures to enable the LAF to control all Lebanese territory, with U.S. assistance tied to measurable progress. - International Reconstruction Support
The United States will mobilise international partners to support Lebanon's reconstruction, economic recovery, and humanitarian needs. - Blocking Support for Armed Groups
Lebanon and the United States will work to prevent funding, resources, and reconstruction aid from reaching non-state armed groups. - Negotiating a Comprehensive Peace Agreement
The parties will establish working groups and direct engagement channels to negotiate a full peace and security treaty. - Confidence-Building Measures
Israel and Lebanon will avoid hostile actions in international forums and cooperate on detainee releases and the recovery of remains. - U.S. Role
Both governments thank the United States and President Donald J. Trump for supporting efforts to achieve lasting peace and stability.
