The European Union’s foreign ministers will discuss ways to strengthen pressure on Russia next week, EU foreign policy chief Kaja Kallas said on X.

“Russia hit a dead-end on the battlefield, so it terrorizes Ukraine with deliberate strikes on city centres.

These are abhorrent acts of terror meant to kill as many civilians as possible,” she wrote.

Her comments came in response to reports of strikes on Ukrainian military command facilities, airbases, and defense plants. According to the report, the attacks involved ballistic missiles, including Iskander systems, Kinzhal hypersonic missiles, Zircon cruise missiles, and strike drones.

Kallas said the use of systems such as “Oreshnik,” which she described as capable of carrying nuclear warheads, represents a “political scare-tactic and reckless nuclear-brinkmanship.”
